First we need to prepare ingredients including 1 cup all purpose flour, ¾ cup granulated sugar, 1/5 cup cocoa powder, 2 teaspoons baking powder, ¼ teaspoon fine sea salt, ½ cup milk, 1/3 cup butter, melted, 11/2 teaspoons vanilla extract and for Topping includes ½ cup granulated sugar, ¼ cup cocoa powder, ½ cup packed light brown sugar, 1 ¼ cup hot water and mint chocolate chip ice cream for serving.
